Human Services Block Grant Plan

Act 80 of 2012 established a Human Services Block Grant (HSBG) Pilot Program for the purpose of allocating funds to select county governments to provide locally identified county-based human services to meet the service needs of county residents.  Centre County entered into the HSBG beginning July 1, 2012 (FY 2012-2013).  

The line items within the Block Grant contain a small but significant portion of the total funds allocated to counties for the delivery of human services. The funds within the Block Grant include:

  • Mental Health Community Base Funded Services (MH)
  • Behavioral Health Services Initiative
  • Intellectual Disabilities Community Base Funded Services (ID)
  • Act 152 Drug and Alcohol Services (D&A)
  • Homeless Assistance Program Funding
  • Human Services Development Funds (HSDF).

Centre County Office of Mental Health/Intellectual Disability/Early Intervention/Drug & Alcohol and Centre County Office of Adult Services receives funding within the Block Grant.  Each year a plan is required to be submitted to the Department of Human Services for the upcoming fiscal year describing the services the funding will provide in Centre County.  At the conclusion of each fiscal year, a report is required to outline the services, usage, and expenses.   Each plan and report for the fiscal years are located in the left hand column. 

Two public hearings are required each fiscal year.  Below is the schedule for the public hearings for the upcoming fiscal year.
