Request for Proposals: Farmland Appraiser


The Centre County Agricultural Land Preservation Board (CCALPB) is requesting the services of an independent state certified general real estate appraiser to determine market value and farmland value for properties submitted for agricultural easement purchase. The appraiser shall be a member or candidate member of an organization that subscribes to the "Uniform Standards of Professional Appraisal Practice,” as amended and revised, published by the Appraisal Standards Board of the Appraisal Foundation, and shall follow such ethical and professional standards. Appraisals shall be completed within eight (8) weeks of authorization to proceed. The appraisals shall be in accordance with the provisions of PA Act 43 of 1981 (as amended), the Pennsylvania Agricultural Area Security Law, and the Guidelines for the Purchase of Agricultural Conservation Easements adopted by the CCALPB. The selected appraiser(s) will be retained to prepare one to three (1 – 3) appraisals annually for a two-year period with the option of an additional year at the CCALPB’s discretion. The term of service would begin February 1, 2022. Proposals shall be received by mail no later than 5 pm Thursday, January 27, 2022, to the Centre County Planning Office, Willowbank Office Building, 420 Holmes Street, Bellefonte, PA 16823-1488. Attn: Diana Griffith, Coordinator, Agricultural Land Preservation Program. Professional references should be provided and bidder must be able to provide documented experience in farmland appraisals. Proposals should state the cost to prepare a USPAP appraisal and a combined USPAP/self-contained appraisal, and shall be clearly marked “Ag Easement Appraisal.” Self-contained appraisals must meet ACEP-ALE requirements.
