BELLEFONTE BOROUGH FFY 2015 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Centre County is eligible to apply to the PA Dept. of Community and Economic Development for approximately $300,000 in Community Development Block Grant (CDBG) Funds for the 2015 Program. Of that amount, approximately $246,000 is available for eligible projects in Centre County.
Bellefonte Borough is eligible to apply to the PA Dept. of Community and Economic Development for approximately $100,000 in Community Development Block Grant (CDBG) Funds for the 2015 Program. Of that amount, approximately $86,000 is available for eligible projects in the Borough.
A public hearing to receive comments on the use of CDBG funds for both programs will be held on April 9, 2015 at 6:00 p.m. in Room 146 of the Willowbank Building, 420 Holmes Street, Bellefonte, PA.
Eligible activities under the above allocations consist of: Homeownership Assistance and Housing Rehabilitation Programs; Public Facility and Public Improvement Projects (Including Public Improvements in Support of New Housing Construction); Public Service Programs, Planning Studies, Economic Development Business Assistance and Microenterprise Activities. Eligible activities paid for with State CDBG funds must meet one of three national objectives listed in CDBG federal statues as follows: Benefit to low income households; elimination of slums and blight; meeting urgent community development need. At least 70% of the annual allocation must benefit low/moderate income residents.
The purpose of this public hearing will be to give citizens an opportunity to provide comments on what types of eligible activities Centre County and Bellefonte Borough should apply for under the CDBG program. A second public hearing will be advertised and held at a later date to discuss and approve the application prior to submittal to the State. Centre County and Bellefonte Borough promote fair housing and make all programs available to low and moderate income families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status or handicap. The expenditure of CDBG funds is not expected to result in the displacement of Low-Moderate Income Residents. CDBG Funds require an Anti-displacement policy of which one has been adopted by the County and will be explained at the meeting.
