[ARCHIVED] NEPA Environmental Review - Community Development Block Grant - Village of Woodward

Haines Township, Centre County - The Centre County Commissioners have committed CDBG funds from the Pennsylvania Department of Community and Economic Development (DCED) for the following multi-year projects.

WATER SYSTEM IMPROVEMENTS – HAINES TWP., VILLAGE OF WOODWARD
The Haines Woodward Municipal Authority (HWMA is planning to replace approximately 1,000’ of water main in the east end of the village located along Rt 45, from 124 East Mountain Ave., to 147 East Mountain Ave. The excavation will occur on the north side of Rt 45 mostly within the grass/gravel shoulder approximately 1 - 2 feet from the edge of the highway and will be constructed using open cut excavation with a typical trench width of 18”.

WATER SYSTEM IMPROVEMENTS – PORT MATILDA BOROUGH
Port Matilda Borough is planning to install a Master Water Meter on the outflow of the Community’s Water Storage Tank. The work will include excavating and exposing the existing 12” water main and installing a pit or vault over the main to allow for the large water meter and related appurtenances to be then installed in the water main and surrounded by the vault.

WATER SYSTEM IMPROVEMENTS – MILES TWP., VILLAGE OF MADISONBURG
Madison Water Works MWW proposes to purchase and install new water meters for all water customers in the village. The existing water meters are more than 25 years old, out of calibration and difficult to repair. The new meters will vastly improve the accuracy of the reads as well as the time required to read the meters as all will be read remotely via radio signal.

Please consider this project as to its impact on farmland preservation, slope, erosion, soil suitability, and other environmental, historical or other pertinent issues.

To the best of our knowledge, this project is in compliance with the Farmland Protection Policy Act of 1981. This determination is made based on the fact that this project will not involve the conversion of farmland to non-agricultural use.

While some of these projects are within local Historic Districts, no historic properties or eligible historic properties are affected. Further, in accordance with federal regulations relating to Floodplain Management, this project is not located in a Floodplain.

So that we may proceed in obtaining environmental clearance from the PA DCED on this project, we are asking you to respond by May 25, 2014 any concerns you may have on these projects.
